Minutes of the Hykeham Planning Committee meeting 16.21 held at the Civic Offices, Fen Lane on Tuesday 7th December 2021 at 7pm

16-21.1 Apologies for absence and acceptance of reasons given
It was RESOLVED to accept apologies for absence and reasons given from Cllrs Sellars and Rowson
16-21.2 Receipt of any Declaration of Members’ Interests under the Localism Act 2011
The Chairman advised that he would accept any Declarations of Interests as they arose.
16-21.3 Notes of the Committee meeting held on 24th November 2021 be approved as a true record of Minutes
It was RESOLVED to accept the Notes of the Hykeham Planning Committee meeting held on 24th November 2021 as a true record of Minutes.

16-21.5 To consider the following Planning Applications:
Planning Applications:
21/1717 – 16 St Hilarys Close, NH – Demolition of existing sectional concrete garage, wooden shed and aluminium greenhouse and erection of new sectional concrete garage.
It was RESOLVED that the Committee had no objections to this application, but were concerned about the poor detail provided
21/1730 – 22 Ascot Way, NH – Proposed alterations to conservatory to form single storey extension.
It was RESOLVED that the Committee agreed with the Tree Officer’s comments, but had no other objections to this application
21/1786 - 10 Medway Crescent, NH – Increase in roof height to allow for loft conversion to provide 3 bedrooms and 1 bathroom
It was RESOLVED that the Committee had no objections to this application
21/1787 – 149 Lincoln Road, NH – Erection of a single storey rear extension
It was RESOLVED that the Committee objected to this application because there is now no bathroom shown at the property.
Amended Applications:
21/1045/RESM – Land off Thorpe Lane, SH - Reserved matters application for the erection of 144no. dwellings and associated works with details of internal access road layout, appearance, landscaping, layout & scale pursuant to outline permission 18/0760/OUT – Submission of revisions to planning layout, drainage strategy/drainage lagoon design and details of landscaping and ecological enhancements
It was RESOLVED that the Committee objected to this application as detailed on 5th August 2021, and they also agree with the Tree Officers concerns that it is not the right trees and bushes that are being proposed.
Tree Preservation Orders:
21/1759/TPO – 4 Stone Moor Road – T1 Oak – Reduce lower primary branch trespassing in to neighbouring property to the west by up to 1 meter; reduce lower primary branch encroaching on 4 Stone Moor Road by up to 1 meter
It was RESOLVED that the Committee had no objections to this application, subject to any comments by the tree officer.

21/1113 – Land at 314 Newark Road, NH – Erection of single storey dwelling – APPROVED

16-21.7 Review of Hykeham Planning Committee Terms of Reference
The South Hykeham Councillors advised that the matter had not been discussed at their Parish Council meeting so it would now be considered at their January meeting.
The meeting closed at 7.25pm.
