Minutes of the Hykeham Planning Committee meeting 14.21 held at the Civic Offices, Fen Lane on Tuesday 9th November 2021 at 7pm

14-21.1 Apologies for absence and acceptance of reasons given

No apologies for absence had been received.

14-21.2 Receipt of any Declaration of Members’ Interests under the Localism Act 2011

The Chairman advised that he would accept any Declarations of Interests as they arose.

It was RESOLVED to accept the Notes of the Hykeham Planning Committee meeting held on 26th October 2021 as a true record of Minutes.

The Chairman had no items to present.

14-21.5 To consider the following Planning Applications:

21/1306 - Land at Exchange Road, NH – Erection and siting of fibre exchange telecommunications infrastructure (amended plans/additional information) – Tree Report received.
It was RESOLVED that the Committee had no objections to this application, subject to the
recommendations by the Tree Officer being adhered to.

21/1567 - 16 Chiltern Way, NH – Replacement of UPVC conservatory with proposed extension.

It was RESOLVED that the Committee had no objections to this application.

21/1547 - 112 Vespasian Way, NH - Erection of single storey rear extension.

It was RESOLVED that the Committee had no objections to this application.

21/1385 - 12 Bowthorpe Close, SH - Proposed Single storey rear extension, car port to side with first floor extension above and alterations to dwelling (Receipt of Amended Plans/Additional Information).

It was RESOLVED that the Committee had no objections to this application.

21/1616 - 195 Lincoln Road, NH - Erection of a single storey rear extension and internal alterations.

It was RESOLVED that the Committee had no objections to this application.

21/1555 - 78 Matlock Drive, NH - Erection of 2 storey side and rear extension.

It was RESOLVED that the Committee had no objections to development of the building but that it was concerned about the lack of parking provision and the siting of refuse bins at the property.

21/1618 - Land At 201 Lincoln Road, NH - Outline application for the erection of a single storey dwelling with access for consideration.

It was RESOLVED that the Committee had no objections to this application, subject to the recommendations of the Tree Officer being adhered to.

21/1592 - 164 Newark Road, NH - Demolition of attached garage and porch and erection of single storey front and side extension.

It was RESOLVED that the Committee had no objections to this application, subject to the recommendations of the Tree Officer being adhered to.

13-21.7 Review of Hykeham Planning Committee Terms of Reference

The proportionate costs for the joint meetings to be held were discussed to allow the committee to review the annual fees payable by SHPC. Over the past 12 months 16% of all applications had related to matters within South Hykeham and 84% had related to matters within North Hykeham. Staff costs to support the meetings, for a 12-month period, were calculated at £2716.48.

It was RESOLVED that the cost to South Hykeham Parish Council for the next 12 months should be £450. The matter would now be referred to the respective councils for further discussions and ratification.
