SOUTH HYKEHAM PARISH COUNCIL   
The November meeting of South Hykeham Parish Council will take place on Wednesday 13th November 2024 7pm at South Hykeham Community Primary School, Wath Lane, S Hykeham 
There will be a 15 minute public forum between 7.00pm and 7.15pm when members of the public may ask questions or make short statements to the Council. If there are no members of the public present the Council meeting will commence promptly at 7.00pm.
AGENDA
1. To receive apologies for absence and to resolve to accept the reasons given.
2. To resolve to receive any declaration of Interests in accordance with the requirements of the Localism Act 2011 and to consider member’s written dispensation requests.
3. To receive County/District Councillors written reports.
4. Hykeham Joint Neighbourhood Plan report from meeting of Monday 11th November 2024.
5. To resolve to adopt the clerk’s notes of 11th September 2024 and 9th October 2024 as the minutes of those  meetings.
6. Finance 
a) To resolve to approve the payment of accounts for November 2024.
b) To consider the quotes for the installation of plinths for the Memorial benches at Newark Road South Hykeham and Meadow Lane South Hykeham.
c) To consider the quote for the replacement bus shelter at Newark Road.
7) Budget 2025/2026 
a) To discuss suggested projects and to review items to be included in the budget 2025/26.
b) To review the location of litter/dog wastebins and consider new locations.
c) To consider the purchase of replacement/additional litterpicking equipment.
8. Highways matters :- 
a) Speed Indicator Device report from Cllr Roe.
b) Outstanding/new highways faults requiring urgent attention.
c) To consider the recent Archer Survey carried out by Staying Alive and to consider a response.
9.  Planning matters
a) To consider LCC/NKDC planning applications received and respond by deadline. 
b) To receive LCC/NKDC Planning Decisions
i) PL/0070/24 South Hykeham County Primary School, Wath Lane to vary condition 2 of planning
permission 23/1175/CCC and remove condition 3.   Approved
ii)PL/0071/24 To create a new soakaway & new temporary access off Wath Lane during construction works of the new school extension.            Approved
iii)24/0899/VARCON Land Off Boundary Lane S Hykeham Application to vary condition 2 (materials) & 19 (approved plans) re planning permission 22/0787/FUL Approved
c) Parish Council Briefing on Fosse Green Energy invitation 21st November 2024.  
10.Parish Council meetings
a)To approve the schedule of dates for Parish Council meetings 2025/26.
b) To approve the venue and housekeeping arrangements for Parish Council meetings.
11. Report from meeting of 10 Year Strategy Working Party this evening.
a) To resolve to approve the revised Parish Council 10 Year Strategy Policy. 
b) To consider suggestions/proposals for 2025 engagement events.  
12. To approve Councillor/Clerk’s training nominations.
13. Correspondence.
a) NSK Parish Council Engagement Session invitation 21st January 2025.
b) To consider a response to the Government consultation on virtual meetings and proxy voting.

Parish Councillors’ reports –information only/items requiring a decision will appear on a future agenda. 17. To consider moving into closed session in accordance with the Public Bodies (Admission to meetings) Act 1960 as amended by section 100 of the Local Government Act 1972 for confidential items.
18.  Local Government Pay Claim 2024/25 update.
19.  To consider the payment of the Clerk’s arrears of pay backdated to 1st April 2024.
20. To consider the payment of arrears due to error in the application of the previous pay award for the period 1st January 2024 to 30th November 2024.
