SOUTH HYKEHAM PARISH COUNCIL
The September meeting of South Hykeham Parish Council meeting will take place on Wednesday 13th September 2023 7.00 pm at South Hykeham Community Primary School, Wath Lane, S Hykeham.
There will be a 15 minute public forum between 7.00pm and 7.15pm when members of the public may ask questions or make short statements to the Council. If there are no members of the public present the Council meeting will commence promptly at 7.00pm.
AGENDA
1. To receive apologies for absence and to resolve to accept the reasons given.
2. To resolve to receive any declaration of Interests in accordance with the requirements of the Localism Act 2011 and to consider member’s written dispensation requests.
3. To receive County/District Councillors written reports – for information only. Items raised for decision will appear on the agenda for the next meeting.
4. To receive the Police report.
5. To resolve to adopt the notes of the Parish Council meeting held on 12th July 2023 as the minutes of that meeting.
6. To receive the report from the 10 Year Strategy Working Party meeting of this evening.
a) Confirmation of the arrangements for the Armistice Day Service on Saturday 11th November 2023 11am.
b) To consider suggestions put forward by parishioners and pupils of local primary and secondary schools for inclusion in the 10 Year Strategy.
c) To consider hosting an event to coincide with the 80th Anniversary of D-Day on 6th June 2024.
d) To consider hosting a Christmas Event.
e) To consider the installation of a South Hykeham Christmas Tree.
7. Finance.
a) To resolve to approve the payment of accounts for August and September 2023.
b) To start preliminary discussions for projects to be included in the budget 2024/25.
8. Highways matters
a) Speed Indicator Device report from Cllr Roe.
b) To report outstanding/new highways faults requiring urgent attention.
9. Bus Shelter at Thorpe Lane update.
10. Update on the installation of the Elizabeth II and the Charles III benches.
11. Planning matters
a) To consider NKDC planning applications received and respond by deadline.
b) To consider NKDC Tree Preservation Order applications received and respond by deadline
c) To note NKDC/LCC planning decisions.
12. To consider the Hykeham Relief Road update and opportunities for this council.
13.To consider the proposal for a review of the Hykeham Joint Neighbourhood Plan following the adoption of the Central Lincs Local Plan 2023 and the presentation by Consultant Luke Brown at NHTC on 26th July 2023.

b) Letter from NKDC re: Service Level Agreement – Parish Funding – Litterpicking Grant.
15. Correspondence.
a) Email from Fosse Green Energy re: public consultation Sept/Oct 2023 regarding their proposal for a new solar & energy storage park with ancillary infrastructure on land South West of Lincoln in N Kesteven.
b) Central Lincolnshire Planning Obligations SPD Consultation.
c) Letter from LCC re: Black Horse Drive – proposed ‘No waiting at any time’.
