May 2021 Agenda Annual Parish Council Meeting
There will be an online Annual Parish Council meeting of South Hykeham Parish Council on Wednesday 5th May 2021 at 7.00pm for the purpose of transacting the following business.
The remote meeting is convened under The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authorities and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 *
There will be a 10 minute maximum public forum between 7.00pm and 7.10pm when members of the public may ask questions or make short statements to the Council. If there are no members of the public present the Council meeting will commence promptly at 7.00pm
AGENDA
1. Election of Chairman. To receive the Chairman’s Declaration of acceptance of office.
2. Election of Vice Chairman. To receive the Vice Chairman’s Declaration of acceptance of office.
3. Apologies for absence and to resolve to receive the reasons given.
4. To resolve to receive any declaration of Interests in accordance with the requirements of the Localism Act 2011 and to consider member’s written dispensation requests.
5. Police Report.
6. District and County Councillors’ reports – for information only. Items raised for decision will appear on the agenda for the next meeting
7. Notes of the Parish Council meeting held on 14th April 2021 to be approved as the minutes of that meeting.
8. Election of Committee members.
a) Election of members of Human Resources Management Committee (3 members/1 reserve)
i) To review the terms of reference for the Human Resources Management Committee.
b) Election of members of Hykeham Joint Planning Committee (4 members/1 reserve)
i) To review the terms of reference for the Joint Planning Committee.
c) To consider the renaming of the Bridleway Improvement Working party to 10 Year strategy Working Party.
i) Election of members of the 10 Year Strategy Working Party (3 members/1 reserve)
d) Election of representatives on Village Hall Committee (2 members/1 reserve).
9. Matters arising from Annual Parish meeting of 14th April 2021.
10. Bridleway N Hykeham 2 improvements between Ascot Way and Mill Lane update.
11. Finance
a) To resolve to approve the payment of accounts for May 2021.
b) To consider the quotes for the installation of a replacement bench at Meadow Lane.
c) To resolve to approve the Parish Council’s unaudited accounts for 1st April 2020 to 31st March 2021.
d) Renewal of Parish Council insurance policy.
e) Reserves review – to review reserves and ear marked expenditure.
f) Ratification of the Council Debit Card Policy.
g) Ratification of the BACS/CHAPS payments policy.
h) Ratification of the Council direct debit policy.
i)To resolve to adopt the revised asset register as at 5th May 2021.
j) To resolve to adopt the revised Parish Council risk assessment.
k) To resolve to approve the cost of the administration of South Hykeham Parish Council’s planning applications under the Hykeham Joint Planning Committee.
12. To consider the future arrangements for the hire of premises for Parish Council meetings.
13. Highways matters:-
a) Speed Indicator Device report from Cllr Roe.
b) Outstanding/new highways faults requiring urgent attention.
c) Update on LCC Highways initiatives to improve safety at South Hykeham Community Primary School.
14. Litterpicking report.
a) To consider the letter from N Hykeham Town Council advising of the withdrawal of litterpicking service and to agree alternative arrangments for litterpicking in South Hykeham.
b) Email from Jenny Bailey NKDC regarding litterpicking grant application.
c) Great British Spring Clean Event and to confirm the programme of Parish Council led litterpicks.
15. To consider the proposal from LCC Highways officer re: Highways s106 contribution 13/1464/FUL Land at Thorpe Lane and replacement/upgraded bus shelter at Thorpe Lane, South Hykeham.

17. To resolve to approve nominations for Councillor/Clerk Training.
