SOUTH HYKEHAM PARISH COUNCIL
The September South Hykeham Parish Council meeting will take place on Wednesday 9th September 2026 7pm at South Hykeham Community Primary School, Wath Lane, S Hykeham
There will be a 15 minute public forum between 7.00pm and 7.15pm when members of the public may ask questions or make short statements to the Council. If there are no members of the public present the Council meeting will commence promptly at 7.00pm.
AGENDA
1. To elect the Chairman of the Parish Council in the temporary absence of the Cllr Mrs Whittaker. (3 mins)
2. To receive apologies for absence and to resolve to accept the reason for absence. (3 minutes)
3. To resolve to receive any declaration of Interests in accordance with the requirements of the Localism Act 2011 and to consider member’s written dispensation requests. (3 minutes)
4. To receive County/District Councillors written reports. (3 minutes each report)
5. To receive the Police report. (3 minutes)
6. Minutes
a) To resolve to adopt the clerk’s notes of the meeting of Weds 6th July 2026 as the minutes of that meeting.
b) To receive the minutes of the F and GP meeting of Tues 9th June 2026 (3 minutes)
7. Finance – a) to resolve to approve the payment of accounts for August/September 2026. (2 minutes)
b) To receive the internal audit report and ratify the payment of the audit fees as agreed.
8. Litterpicking report and confirmed date of next litterpick on Saturday 12th September 2026. (2 mins)
9. Highways matters
a) Outstanding/new highways faults requiring attention. (3 minutes)
b) To note proposed road closures relating to the Hykeham Relief Road & any other road closures. (2 mins)
10. Planning matters
a)To consider NKDC/LCC planning applications received and respond by deadline. (3 minutes)
i) 26/0959/DOV Land At Thorpe Lane South Hykeham Modification of Section 106 Agreement dated 12 November 2020 pursuant to Planning Permission Reference: 18/0760/OUT 144 dwellings
To note the response from NKDC planning re: the S106 agreement amenity land being allocated to NHTC and not offered to SHPC.
b) To consider NKDC/TPO applications received and respond by deadline. (2 minutes)
c) To receive LCC/NKDC Planning Decisions. (2 minutes)

11. Finance and General Purposes report
a)To consider the recommendation from Finance & General Purposes to the NKDC consultation on Closed Churchyards.
b) To consider the recommendation from F & GP on staffing matters/NJC Pay Award 2026.
c) To consider the recommendation for financial provision for additional staffing costs for new appointment.
12. To approve Councillor/Clerk’s training nominations. (2 minutes)

18. To consider the NJC Pay Award for the Clerk and to make a recommendation to full council for implementation and backdating of the award from 1st April 2026.
