SOUTH HYKEHAM PARISH COUNCIL
The July South Hykeham Parish Council meeting will take place on Wednesday 8th July 2026 7pm at South Hykeham Community Primary School, Wath Lane, S Hykeham
There will be a 15 minute public forum between 7.00pm and 7.15pm when members of the public may ask questions or make short statements to the Council. If there are no members of the public present the Council meeting will commence promptly at 7.00pm.
AGENDA
1. To receive apologies for absence and to resolve to accept the reason for absence. (3 minutes)
2. To resolve to receive any declaration of Interests in accordance with the requirements of the Localism Act 2011 and to consider member’s written dispensation requests. (3 minutes)
3. To receive County/District Councillors written reports. (3 minutes each report)
4. To receive the Police report. (3 minutes)
5. To resolve to adopt the clerk’s notes of the meeting of Weds 10th June 2026 as the minutes of that meeting. (3 minutes)
6. To resolve to renew the Clerk’s subscription to Society of Local Council Clerks. (2 minutes)
7. Finance – to resolve to approve the payment of accounts for July 2026. (2 minutes)
8. Noticeboards
a)To consider the quotes for the purchase of noticeboards at Thorpe Lane, Meadow Lane and to consider the suggestion for a new location at Beechcroft Drive for an additional noticeboard. (3 minutes)
b) To consider making application to the Councillor Community Grant Fund through Cllrs Overton, Cllr Roe and Cllr Woodruff’s allocation of funding to go towards the purchase of 3 village noticeboards. (3 minutes)
9. To ratify the purchase of the replacement defibrillator located at McDonalds, Gateway Park. (2 mins)
10. To consider the invitation from NHTC to join the Armed Forces Covenant Hub & Spoke Initiative. (2 mins)
11. Working party nominations for the review of SHPC emergency plan as a matter of urgency. (2 mins)
12. Litterpicking report and confirmed date of next litterpick on Saturday 12th September 2026. (2 mins)
13. Highways matters
a) Outstanding/new highways faults requiring attention. (3 minutes)
b) To note proposed road closures relating to the Hykeham Relief Road. (2 minutes)
14. Planning matters
a)To consider NKDC/LCC planning applications received and respond by deadline. (3 minutes)
b) To consider NKDC/TPO applications received and respond by deadline. (2 minutes)
c) To receive LCC/NKDC Planning Decisions. (2 minutes)
15. To approve Councillor/Clerk’s training nominations. (2 minutes)

20. To consider moving into closed session in accordance with the Public Bodies (Admission to meetings) Act 1960 as amended by section 100 of the Local Government Act 1972 for confidential items. (2 mins)
21. To consider the advertisement for the appointment of an assistant clerk and to agree timescales for advertising, shortlisting and interviews. (5 mins)
22. To elect members to a staffing panel to conduct the interviews of shortlisted candidates. (3 mins)
23. To agree the terms and conditions of employment to be offered to the successful candidate. (5 mins)
24. Report from the Chair of the Human Resources Management Committee on the Clerk’s annual appraisal. (5 mins)
