Minutes of the Hykeham Planning Committee meeting 20.21 held at the Civic Offices, Fen Lane on Tuesday 15th February 2022 at 7pm

20-21.1 Apologies for absence and acceptance of reasons given
There were none received
20-21.2 Receipt of any Declaration of Members’ Interests under the Localism Act 2011
The Chairman advised that he would accept any Declarations of Interests as they arose.
20-21.3 Notes of the Committee meeting held on 1st February 2022 be approved as a true record of Minutes
It was RESOLVED to accept the amended Notes of the Hykeham Planning Committee meeting held on 1st February 2022 as a true record of Minutes.
20-21.4 Chairman’s items
The Chairman expressed his disappointment that South Hykeham Parish Council had resolved to separate from the Joint Planning Committee as he felt that the Committee worked well. SHPC advised their reasons for the decision of their Council. Cllr Sampson and Cllr Jackling added their disappointment regarding the separation and wished SHPC well with all the work they will have over the coming years with regard to the proposed developments in South Hykeham.

22/0040 – 510 Newark Road, NH – Erection of a single storey rear extension with balustrade
It was RESOLVED that the Committee have no objections in principle, but would support the tree officers comments regarding the building process and would ask that some screening material is erected to prevent overlooking the neighbouring property
21/1976 – 308 Newark Road, NH – erection of conservatory
It was RESOLVED that the Committee had no objections
22/0050 – 5 Ferrous Way, NH – Erection of single storey rear extension
It was RESOLVED that the Committee had no objections
22/0043 – Land South of Whisby Road, Teal Park, NH - Reserved matters application (with details of access, appearance, landscaping, layout and scale) for the erection of a builders’ merchant (sui generis) trade counter, class B8, E(g)iii and ancillary office use for the display, sale (trade/retail), distribution and storage of building materials, along with plant/tool hire and click and collect facility together with access formation and parking (pursuant to application 09/0633/OUT as varied by 18/0309/VARCON)
It was RESOLVED that the Committee object to this proposal in its current form and support the comments made by Economic Development regarding the aesthetic of the current proposal and suggest the site is redesigned to give a better street scene and landscaping to encourage further development and investment in the area.
22/0065 – 23 Belton Park Drive, NH – erection of single storey front and rear extension and first floor side extension
It was RESOLVED that the Committee had no objections.
Proposed Communications installation for Cellnex at Birchwood TE, Whisby Road, Birchwood, Lincoln LN6 3QT
This was noted by the Committee
Amended Plans
21/1824 – 90 Mill Lane, NH – Proposed two storey dwelling and new access – Submission of tree survey
It was RESOLVED that the Committee still object to this application for the same reasons as before – the proposed building is very small, the access to the property is over council land, it is a two storey building being proposed next to a bungalow and this will become a very busy road when the new development on Cleveland Avenue comes on stream.
20-21.6 Decisions received and correspondence
The Clerk advised that application 21/1429 – 34 Waverley Avenue, NH for the Erection of a single storey front extension had been refused, and the owner had appealed against this decision.
21/1865 – 10 Windermere Avenue, NH – Single storey flat roof side extension – APPROVED
21/1787 – 149 Lincoln Road, NH – Erection of a single storey rear extension – APPROVED
21/1849 – 2 Lincoln Road, NH – Erection of 2no. dwellings on remaining part of site (change of house type/site layout to previously approved scheme 17/0177/FUL for 4 dwellings and associated garages) – APPROVED
20-21.7 Review of Hykeham Planning Committee Terms of Reference
Following SHPC decision to leave the Joint Planning Committee, this needs to be reviewed by NHTC. The South Hykeham Councillors were asked to confirm the date they are leaving as the Office had been advised that it is 31st March 2022, and they confirmed that this is the end of their Council Year.
The meeting closed at 7.33pm.
