Minutes of the Hykeham Planning Committee meeting 18.21 held at the Civic Offices, Fen Lane on Tuesday 18th January 2022 at 7pm

18-21.1 Apologies for absence and acceptance of reasons given

There were no apologies received

18-21.2 Receipt of any Declaration of Members’ Interests under the Localism Act 2011

The Chairman advised that he would accept any Declarations of Interests as they arose.

18-21.3 Notes of the Committee meeting held on 21st December 2021 be approved as a true record of Minutes

It was RESOLVED to accept the Notes of the Hykeham Planning Committee meeting held on 21st December 2021 as a true record of Minutes.

18-21.5 To consider the following Planning Applications:

Planning Applications:

21/1916 – 7 Aspen Way, SH – Erection of two storey side extension

It was RESOLVED that the Committee had no objections to this application as long as the Tree Officer is in agreement.

21/1603 – Land to the Rear of 106 Mill Lane, NH – Proposed erection of 2no. semi-detached 2 storey dwellings

It was RESOLVED that the Committee objected to this application for the following reasons:

• The strip of land is too narrow for this proposed build
• The hedging is so close to the rear of both houses that if there was a fire in the first house that blocked the exit from the second house at the front, the people living there would have no escape route
• The hedging will restrict the amount of light entering the ground floor of the houses, they will always need lights and this is not environmentally friendly
• If the hedging is removed, then this will be a loss of habit for a large amount of wildlife
• The roads and sewage systems in the area are not designed for the increasing use from back fill developments
• This development would reduce the area of natural drainage therefore increasing the already high risk of flooding in the area

21/1865 - 10 Windermere Avenue, NH – Single storey flat roof side extension

It was RESOLVED that the Committee had no objections to this application.

21/1894 – 28 Ripley Drive, NH – Erection of proposed garage and outbuilding

It was RESOLVED that the Committee had no objections to this application

21/1045 – Land off Thorpe Lane, SH – Reserved matters application for the erection of 144no. dwellings and associated works with details of internal access road layout, appearance, landscaping, layout & scale pursuant to outline permission 18/0760/OUT

It was RESOLVED that the Committee strongly object to this application as detailed in the comments on 5th August 2021:

The committee strongly object to this application as they do not think that this should be considered before the new Hykeham Relief Road is completed, they are concerned that the infrastructure, doctors and schools are not in place, and as Lincolnshire Highways agrees, Newark is saturated with traffic already. They are concerned about the quality of life for Hykeham residents with another development of just houses, without adding any further facilities to the area. The Committee also wished to support the Tree Officer's comments.

21/1937 – Former Lincoln Castings Site (North of the Railway Line) Station Road, NH – Application to vary condition 2 (improvements to public highway & alterations to existing access) of 17/0351/OUT – erection of industrial development comprising 14,000 m2 of flexible B1 (a) and (b)/B2 uses, 14,000 m2 B8 uses and associated accesses, parking and open spaces (outline with means of access) to modify the phasing of highway improvement works

It was RESOLVED that the Committee had no objections to this application

21/1787 – 149 Lincoln Road, NH – Erection of a single storey rear extension – Amended proposed plan submitted

It was RESOLVED that the Committee had no objections to this application

21/1849 – 2 Lincoln Road, NH – Erection of 2no. dwellings on remaining part of site (change of house type/site layout to previously approved scheme 17/0177/FUL for 4 dwellings and associated garages) – Revised siting of the plot impacted by tree in neighbouring land based of comments from the tree officer, landscaping details have also been added

It was RESOLVED that the Committee had no objections to this application.

18-21.7 Review of Hykeham Planning Committee Terms of Reference

The South Hykeham Councillors advised that the matter had not been discussed at their Parish Council meeting as there were 3 Councillors absent, so it would now be considered at their next meeting.

The meeting closed at 7.27pm.
