SOUTH HYKEHAM PARISH COUNCIL

Dear Councillor,      

You are requested to attend the April meeting of South Hykeham Parish Council which will take place on Wednesday 3rd April 2019, at 7.00 pm in South Hykeham Village Hall.

There will be a 15 minute public forum between 7.00pm and 7.15pm when members of the public may ask questions or make short statements to the Council and your attendance is also requested during this period. If there are no members of the public present the Council meeting will commence promptly at 7.00pm.


AGENDA  

1. Apologies for absence and to resolve to receive the reasons given.

2. To resolve to receive any declaration of Interests in accordance with the requirements of the Localism Act 2011 and to consider member’s written dispensation requests.

3. Police Report.

4. Notes of the Parish Council meeting held on 13th March 2019 to be approved as the minutes of that meeting.

5. Bridleway N Hykeham 2 improvements between Ascot Way and Mill Lane.

a) Update on progress with the upgrading of the public bridleway.

b) Update on the arrangements for the administration of the tender process.

6. District and County Councillors’ reports – for information only.  Items raised for decision will appear on the agenda for the next meeting.

7. Finance

a) To resolve to approve the payment of accounts for April 2019.

b) To resolve to approve the revised grant application policy and associated documents.

c) To resolve to approve the Parish Council’s unaudited accounts for 1st April 2018 to 31st March 2019.

d) Arrangements for Annual Return 2018/19 PKF Littlejohn.

8. To consider LCC Highways matters new and outstanding.

9. Speed Indicator Device

a) To receive latest Speed Indicator Device report from latest location and agree remedial action.

b) To consider concerns raised by parishioners over speeding/parking and traffic issues.

10. District and Parish Council Elections Thursday 2nd May 2019.

11. To consider the adoption of the new Code of Conduct for Members with effect from 7th May 2019.

12. To consider quotes for binding of loose leaf Parish Council minutes for deposit in LCC Archives.

13. To approve funds to publish a leaflet/newsletter to improve engagement with parishioners.

14. Litterbin location review of existing sites & suggestions for new locations.

15. Correspondence.

a) Local Plan Review Public Consultation Notification.

b) Letter from LCC Fire & Rescue re: Fire safety at home and supporting the national Fire Kills Campaign.

19. To resolve whether the Council will move into closed session in accordance with the Public Bodies (Admission to meetings) Act 1960.
