The February meeting of South Hykeham Parish Council took place on Wednesday 11th February 2026 7pm at South Hykeham Community Primary School, Wath Lane, S Hykeham. 
There were no members of the public present, so the meeting started promptly at 7.00pm.
Present:  Cllrs Pam Whittaker (chairman) Southam, Driffill, Roe, Wakelen, Carolyn Wilkinson (Clerk)
In attendance: Cllr Matt Lofts (NKDC) Action notes
 
1. To receive apologies for absence & to resolve to accept the reasons given. Apologies had been received from Cllrs Rowson and Mrs Graham.  Proposed Cllr Roe, seconded by Cllr Southam and approved on a show of hands that the reason for absence should for Cllr Rowson should 
be accepted.  There was one abstention from the vote.  Motion carried.  Proposed Cllr Roe, seconded by Cllr Southam and approved on a show of hands that the reason for absence for Cllr Mrs Graham should be approved. Carried unanimously.  
Cllr Woodruff LCC had sent his apologies.
2. To resolve to receive any declaration of Interests in accordance with the requirements of the Localism Act 2011 & to consider member’s written dispensation requests. Cllr Roe declared a personal interest in agenda item no. 10(a) 26/0078/HRN
3. To receive County/District Councillors written reports.  Cllr Lofts gave his report.  There were no questions and content noted. A written report had been received from Cllr Overton and was noted.
4. To resolve to adopt the notes of the full council meeting of 14th January 2026 as the minutes of that meeting. Proposed Cllr Roe, seconded by Cllr Driffill and unanimously approved on a show of hands.
5. Finance & General Purposes Committee.
a)  Chairman’s report.  The Chairman gave an update on the compliance with Assertion 10 of the AGAR and advised that councillors and the Clerk’s email addresses were in the process of being set up.  Noted
b) To resolve to adopt the clerk’s notes of the meeting of the F & GP meeting held on Tuesday 13th January 2026.  Proposed Cllr Roe, seconded by Cllr Driffill and unanimously carried on a show of hands.
6. To resolve to approve the payment of accounts for February 2026.  Proposed Cllr Roe, seconded by Cllr Southam and unanimously carried on a show of hands that the payment of accounts should be approved.

7. To consider making a grant application to LCC for a bus shelter at the bus stop facing Gateway Park.  
a) To authorise a meeting with the relevant agencies to apply for the necessary permissions if Council decides to progress this. Clerk to carry out investigations with LCC
b) To approve the use of CIL funds for the additional costs to cover the shortfall of grant funding.  Clerk to investigate process for application for necessary permissions for this project
8. Village noticeboards.
a) To consider quotes for replacement noticeboards at Meadow Lane & Thorpe Lane.  Deferred to future meeting so that Councillors can look at preferred designs and materials.  Deferred to next meeting
b) To approve the use of CIL funds for the cost of replacement noticeboards. Clerk to check with NKDC
9. Highways matters: -
a) Speed Indicator Device report from Cllr Roe.  No report available for this meeting.
b) Outstanding/new highways faults requiring urgent attention.  No new reports requiring action
c) Report on flooding at Meadow/Long Lane junction on school route. Works programmed
d) National Highways & Transport (NHT) surveys for Councillors and Town and Parish Councils closing date for responses Sat 28th February 2026. Email from Cllr Cheyne LCC asking councils to respond by the deadline. Noted
e) Update on meeting with South Hykeham CP governors & councillors to discuss school parking issues.  Cllr Overton is asking LCC to lay grass matting along the hedge at the side of the church burial ground to increase parking spaces.
10.  Planning matters
a) To consider LCC/NKDC planning applications received & respond by deadline.  Cllr Roe having declared an interest left the room at this point.
25/1428/FUL Waters Edge Farm, 5 Wood Lane S Hykeham    Removal of Welton Garage Vehicle Storage & Sales from the existing property/Conversion/extension of existing annexe building to form single dwelling & associated works including garaging (amended plan)
No objection
25/1610/FUL Land to the rear of Fern Bank 12 Thorpe Lane   Erection of custom self-build two storey dwelling & creation of new vehicular access & erection of detached single garage to rear of Fern Bank.  No objection
26/0078/HRN Land to The Rear Of 1 Beck Lane, S Hykeham   Removal of 95m of hedgerow to allow access for large agricultural machinery.   Councillors noted that a proper hedge survey will have to be carried out before any work is carried out though members
Raised concerns about the amount of hedge that is being removed and queried what will happen when the wild birds are nesting as they shouldn’t be disturbed.  Noted that the planning enforcement officer has attended at this site to investigate reports of tree work
Having been carried out on trees that are covered by a TPO.  Objection/ Still under investigation
26/0043/HOUS    Meadow View South Hykeham Grange      Erection of summerhouse (retrospective).  Noted
26/0018/FUL Glentwood 509 Newark Road S Hykeham      Change of use of dwelling to use class E (f) day nursery. No objections/no comments
b) To receive LCC/NKDC Planning Decisions
c) HNP Review update & confirmation of date for meeting with NKDC Planning representatives & Anne-Marie Shepherd. Noted
Cllr Roe returned to the meeting.
11. To discuss the Local Government Reorganisation (LGR) proposal for Greater Lincolnshire. Noted
12. To confirm the schedule of council meeting dates for May 2026 to April 2027. Noted
13. Community Awards update & reminder of closing date for nominations 6th March 2026. Noted
