SOUTH HYKEHAM PARISH COUNCIL response to the Planning Authority Lincolnshire County Council regarding application:-

South Hykeham County Primary School proposed Car Park providing 28 parking spaces plus 2 DDA spaces for staff and visitor use
My Council as a member of the Hykeham Joint Planning Committee unanimously resolved that the Committee should object as the area is designated in the CLLP and the Hykeham Neighbourhood plan as an 'important open space' formally a Visual Amenity Area within the Central Lincs Local Plan Policy LP23.
Furthermore my Council has been approached by a number of local parishioners who similarly strongly oppose the proposed development and have asked my Parish Council to make representations on their behalf.
The Neighbourhood Plan was formally made part of the development plan in Sept 2018 and the justification for the designation of the area in the Local plan is provided in Appendix 2 of the Neighbourhood Plan. A previous application for development of this area was refused which also in addition to the provision of a car parking area for the school included the erection of 4 no. dwellings. My Council and local residents feel that this is not the most suitable location for a car park for the school as there are other sites available which would not adversely impact upon the setting and significance of the Grade 2 listed Church and which if it were to go ahead would cause substantial detrimental effect to the designated heritage asset. The proposed development would adversely affect the character, appearance and open aspect of the Visual Amenity Area which is now designated as an Important Open Space.
The applicant doesn't take account of the important designation of this site and nor does it demonstrate an overriding need for development that would outweigh the importance of maintaining the openness and integrity of the heritage site.
There would be significant adverse effect upon the natural environment and the seasonal pond that is in the field may be the pond that is mentioned in the Domesday Book. There is the potential for substantial adverse impact on a valuable heritage site and setting immediately adjacent to the Grade 2 listed church of St Michaels and All Angels.
The proposed development of the site would have an adverse impact on the setting and previously when the original planning application was submitted Historic England in its report at that time said that it was unable to support the proposals for the car park and 4 dwellings due to reasons listed above. Council requests that Historic England is consulted once again with a further investigation into the site and surrounding area and to advise on the potential for the loss of its character in a quiet rural backdrop with the substantial harm that development would cause to a designated Heritage asset.
Council would also request that this matter is not dealt with under delegated powers but is brought to committee for further consideration before any determination is made.
