There have been some recent enquiries from parishioners regarding the process for considering and commenting on planning applications by the councillors of North Hykeham Town Council and South Hykeham Parish Council as consultees within the boundaries of North Hykeham and South Hykeham.

In order to clarify the situation for parishioners the Hykeham Neighbourhood Plan which was prepared jointly by both North Hykeham Town Council and South Hykeham Parish Council aimed to bring together the two communities to create a shared vision and approach to the future development of the Hykeham area.  The Neighbourhood Plan can be viewed via the link below.

Part of that vision was the formation of a joint North Hykeham Town Council and South Hykeham Parish Council Planning Committee which would review all Hykeham planning applications and other related planning matters.

The Hykeham Planning Committee is a single statutory committee of both North Hykeham Town Council (NHTC) and South Hykeham Parish Council (SHPC). Powers were delegated to the Committee by each of the Councils as detailed:-

The Hykeham Planning Committee is an autonomous body although its members may be withdrawn at any time by either of the Councils and new members proposed. The minutes and decisions of the HPC will be circulated to all Councillors of NHTC and SHPC and the agendas and minutes of the meetings are posted on each of the Council’s websites.

The Joint Committee consists of 12 Councillors with an allocation of membership of 8 NHTC Councillors and 4 SHPC Councillors to be elected annually by each Council.

Meetings are held at the Civic Offices at Fen Lane usually every two weeks but this may be dependent on the timing and frequency of plans and other matters to be debated. 

The Hykeham Planning Committee is a consultee and does not make decisions on the determination of an application but is able to comment on proposed developments within the Hykeham boundary and may raise an objection if it has concerns about a proposed development which may not be in keeping with the Joint Neighbourhood Plan.  It is North Kesteven District Council as the Planning Authority that determines whether or not an application is approved or refused.
