County, District and Parish Councils - Who Does What?
It can be a rather confusing as to who you need to contact in order to report concerns, or seek assistance from, as the roles and responsibilities of the County, District, and Parish Councils can be quite varied.
Lincolnshire County Council
Education: LCC looks after schools, special schools and other educational services including school transport.
Transport and Roads: They have responsibility for repairing potholes and other highway faults, and maintaining LCC street lighting to ensure the roads and pavements are safe. In short responsibility for all Network Regulation compliance including temporary road closures and advance notification of them. Also traffic management and public transport.

Flood Risk Management: Together with partners, they work to manage and reduce flood risks.
Planning and Environment: They deal with larger planning and environmental issues that affect the entire county.
Social Care: Supporting those in need, from children to the elderly including children’s services, fostering, supported living etc.

North Kesteven District Council
North Kesteven District Council manage the council services that are more local.
Rubbish Collection and Recycling: Issue of garden waste passes for those who subscribe.
Housing and Housing Needs Services: Helping those in need of housing and managing social housing. Bringing Empty Homes back into use. Property maintenance for council managed buildings and housing.
Planning Applications: Handling the planning applications for new buildings and developments. Building Control. Tree Preservation orders and applications for work.
Environmental Health:
Tourism, Leisure, and Amenities: Promoting tourism and maintaining our parks and leisure facilities.

South Hykeham Parish Council South Hykeham Parish Council focusses on services in South Hykeham and has responsibility for:
Litter Bins: Ensuring our village stays clean and tidy. Considering new locations in hot spots and informing NKDC of any fly tipping or areas that require litterpicks outside of the 30mph speed limit.
Installation and maintenance of bus shelters:-
Memorial Benches: Honouring our history by caring for our memorial benches which are located in selected areas around the area.
Volunteer litterpicks: which take place on the second Saturday bi- monthly assembling at Beechcroft Close adjacent to the woods. 10.30am to midday the next one taking place on Saturday 12th April 2025.
Parish events and service of Remembrance information on events is regularly posted on the website.
Planning: The Parish Council is a consultee for all of the planning and tree preservation applications in its area. Decisions are made by the principal planning authority either LCC or NKDC but the Parish Council investigates and liaises with local residents about proposals in particular large scale developments.
Neighbourhood Plan: The Parish Council is currently reviewing the Hykeham Joint Neighbourhood Plan with North Hykeham to ensure that it complies with the adopted Local Plan.
Speed Indicator Devices: The Parish Council has purchased a device which is moved around various locations that are known hotspots for speeding and is able to provide reports to the police and Road Safety Management Team for further investigation and possible improvements to enforce speed limits.
Networking with local businesses, authorities and County and District Councils and Councillors to raise the profile of the Parish and to secure funding for improvements to the amenities in South Hykeham.
Responding to the queries and concerns of local residents and contacting the appropriate body who can resolve the issue and or/signposting local residents if the issue falls out of the remit of local councils.
